North Carolina has a proven way to address rising health care costs. Thanks to the foresight of lawmakers like you and in partnership with the first Trump administration, we have a tested pilot program that leverages our Medicaid program and the power of local businesses and organizations to produce results. Now is the time to double down
and fund what works – evidence-based programs like the Healthy Opportunities Pilot (HOP) that are delivering an outsized impact on people, communities, and lowering the cost of health
care.
In just the first two years, the Healthy Opportunities Pilots have already reduced health care costs in the pilot counties by $1,020 per participant per year, savings that will continue to grow over time.
Health care costs are lower, people are healthier, the local infrastructure is stronger and small businesses and farms have prospered.
NC communities have benefited from:
1.Keeping dollars local so businesses and organizations can grow and create jobs.
55% of HOP partners experienced increased financial stability,
55% trained or upskilled staff, 83% created new jobs and 80% of families were more financially stable.
2. Stronger local infrastructure so we can meet the challenges that come our way.

We will feel the loss of HOP would result in acutely higher costs, worse health outcomes and weaker local small businesses and organizations.
The most effective way to lower health costs is to reduce demand. Healthy Opportunities does that and much more. And HOP is not only cost neutral to the state, it unlocks tens of millions of federal dollars for North Carolina’s rural communities.
Currently, Healthy Opportunities is not in the House or Senate FY 2025-2027 budget. I urge you to support the continuation of this innovative program that works for North Carolina’s people and the bottom line.
